Default Product Key showing In-valid

I purchased the Gov version of Microsolf Office
2003...loaded it but when I go to use it, it request the
info, name, initials, product key again. When I go to
use a loaded program, i.e, WORD, it is telling me the
product key is not valid...it is the one the disc was
loaded with. What do I do now? It shows OFFICE and all
the programs but it wants me to put the product key in
again but does NOT recognize it as a valid key!!

Help!
