Default Stacked column chart question

I would like to make a stacked column chart based on 2 values. The first is
simply a hard coded number - the goal. I can store that anywhere, in a
parameter file or in the chart itself. The other is a total across rows in
a table. I can't figure out how to put these two different kinds of values
into the same chart. Can anyone suggest an approach?
