Default EULA prompts user each time Word or Excel, or Outlook is opened.

I have a user with a new Dell PC with Vista Business and Office 2007 Basic
Edition preinstalled (OEM). I set the PC up and entered the registration key
for Office and activated it successfully. However, each time this user
launches Outlook, Word or Excel, he is prompted to agree to the End User
License Agreement. Agreeing to the terms allows him to work for the day, but
it comes up again every day.
