Default Outlook Office XP Small Business

I have attempted to load Outlook to my laptop (Office XP Small Business), but
upon launch of the program, I recieve message "Unable to open default email
folders. Could not open item." Can anyone help me solve this issue I am
experiencing so that I can get my Outlook up and functional? Thank you!

Use the Mail applet in Control Panel to create an appropriate mail account and
data file, then start Outlook.
