Default Outlook 2003 w. IE7RC1 fails on Detect & Repair now, missing file

Outlook 2003 w.IE7RC1 + SP2 + all current updates as of 9/11/06.
Fails on detect and repair, a file that was added during the update process
is not present on the Original Office 2003 CD. This cause the repair process
to fail.
This type of failure is not new, there needs to be a way to Repair Software
despite these updates. Perhaps an ISO file that we can download and burn to
a CD or DVD to supply these missing file/s.

There failures have occured with Windows 2000 Server, Office XP, and now
Office 2003-SP2. Always after numerous updates | patches | Service Packs |
have been added.
