1) Ask in an Outlook Express newsgroup
2) I doubt it's possible. Certainly you can keep the messages folders
there, but you can't install Outlook Express itself on an USB drive, as far
as I can see.

Outlook Express doesn't allow it's messages storage files to be shared
across a network:

OLEXP: Cannot Store Outlook Express Messages on Removable Media
http://support.microsoft.com/?kbid=240659
OLEXP: Cannot Store Outlook Express Mail on a Network Share

You can use the USB drive for backup purposes:

Hi guys,

Thanks for your answers.

However, I bought Lexar Flash Drive some time ago with Outlook Express
built-in.

I would like to do that with my other brand USB drives, but not able to.

Any one have the answers on how to install Outlook Express in USB flash
drives ?

Thanks
Shane

You didn't read the description for that device, did you? You need Outlook
Express 5.5 or later INSTALLED ON YOUR PC. What the product does is provide
importing and exporting tools that allow you to save your PC-based Outlook
Express data on the drive and then restore it on another PC. It doesn't
have Outlook Express itself installed on the jumpdrive.

While your country may not have any vendors, there are vendors for it and it
wouldn't surprise me if they ship to other countries.
