Default Using on-adjacent cells to create chart and secondary axis

I am using EXCEL 2003 and faily knowledgeable with it but have the following
issues:
1. Using my Ctrl key, I copy muliple cells some of which are and aren;t
adjacent to one another.
2. There are different values(dollars and percentages).
3. Using the chart wizard, I copy the cells I wish to use, and at step 2
the default for the series setting is rows but sometimes it automatically
goes to columns.
4. Since I have 2 different values (dollars and percentages and wish to
chart them as such on the same chart), ONLY when I set the series to column
am I able to then click on the chart and get the option for adding a second
series. Problem is there is noting visible for percentages others than
perhpas the title of the cell used and whe I do click on one of these (%)
values and click 2ndary axis, ONLY the clicked value converts.

I am wondering why I can't create a secondary series regardless if the
setting is columns or rows and finally, how to I get ALL % values on the
chart to convert?

Any help would be appreciated.
