Default Line 163 Excel Address Template

Try this
Select last two rows with the highlight you want.
Click on the PAINT BRUSH icon
Select the rows you want to highlight

or
Copy last two rows
Select the rows you want to highlight
Right-click, choose Paste Special and then click on FORMATS and OK

Select all the rows you want banded.

FormatConditional FormattingFormula is:

=MOD(SUBTOTAL(3,$A1:$A$2),2)=0

Format to blue and OK
