Default new contacts

I have a database of about 1000 records that have missing information fields
not filled out. I would like to make certian fields mandatory for all new
records created after 12/12/2006 while leaving the old data alone is this
possible

Yes, just change the design of your forms so that the fields are now
mandatory if they record creation date is after this date (assuming you are
storing the date created somewhere).
