standard formatting toolbars on two lines can't change

Default standard formatting toolbars on two lines can't change

I want the standard (File---Help) and (Font Info---commands) menu toolbars on
one line but force each other to two lines when I drag them to the bottom of
the screen. There is enough+ room for both to fit side by side. the box,
for "show standard and formatting toolbars on two lines" is checked and gray
and cannot be unchecked. word 2003

I wasn't able to duplicate the behavior based on
screen position.

Assuming this is a personal computer, rather than
a corporate one where there may be administrative settings
disabling certain features, if you drag both toolbarsto the center
of the screen (floating) can you then set the option
and then drag the set to the screen edge of your choice?
