Apparently this problem had to do with my file associations. I had
.wmv and .wav and many other file types set to open with Winamp.
When I reset those files to open with the default Windows Media
Player my email attachment problems went away.

Many thanks to Bruce Hagen and others for their suggestions and
patience while helping me work through this problem.

few weeks ago, except for me the blocked file types are .exe and .url.
There is no file association for .exe , but I tried applying your solution
to the .url side of it by making IE my default browser again. - No joy.

One aspect that confuses me, or may be germane to the problem, is that the
dialog box that pops up blocking the running of either type file is a
"Windows Security" box, with the new shield icon, rather than an OE dialog.
And the failure of the save option would seem to be a Windows action, not
OE.

Any further thoughts??

You don't mention the things you tried. Since you are using SP2, have
you checked the link about the attachment manager? Both .exe and .url
file types are considered high risk. See:

For WinXP SP2 the association for URL files should be:
rundll32.exe shdocvw.dll,OpenURL %l

Bruce, I believe I've tried all the remedies previously described other than
unistalling SP2 (I really don't want to go that far back, not yet. I'll
save that for when I rebuild the whole system.) I've reset the .url
association as Frank suggesting in another reply, no change.

Is Attachment Manager an app that one can run directly? In Folder
Options/File Types, .exe isn't even listed, so there's nowhere to do
anything about that. The fact that I Windows absolutely forbids me to even
save the attachments is wrong! On other machines I've had "unsafe"
attachments save fine, and be "blocked" from running until I explicitly
remove the block in the file's properties. I can live with that.

You can see examples of the error/warning messages I get when trying to run
..exe or .url attachments, or when trying to save either type at:

www.rapidnet.com/~valmanes/error2.jpg
www.rapidnet.com/~valmanes/error3.jpg

These seem to be Windows actions, not OE.

To be able to open those type of files, you need to lower your security
settings. Open Internet Explorer, click Tools/Internet Options/Security tab
and in the Internet Zone, click Custom and reset the security level to
medium or lower. Apply, then test it. Should be able to open those file
types then. You can reset the security settings later to keep yourself in a
maximum zone of protection.

I thought this thread was dead, but I'm having the same problem. I can't
open or save .exe attachments. Not that I would want to, but I was curious
to see if I could. I have two machines running Windows XP SP2 and one can
open .exe attachments and the other can't. I suspect it's a software issue
as I have different software installed on each machine.

I can't change my Internet Zone security settings to low
through the tools-options menu item on either machine. (I wonder if this
has anything to do with the anti-spyware protection I have on both machines)

I had to edit the registry keys:

HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet
Settings\Zones\3

MinLevel and RecommendedLevel.

Changed both from 0x00011000 to 0x00010000.

That set the Internet Zone security level to Low, but I still couldn't open
or save the .exe attachment. I'm not really worried about it, but I am
curious to see if someone comes up with a solution other than having the
sending party rename the attachment before sending it to me. If I find a
solution before that I will post it here.
