Default outlook should ask me choice which mails to download

Many a times I get frustrated when I need to wait whole mails to download
before I could respond. Many a times I roam around and I need to check mails
with my USB somewhat slower modem to check/send or receive mails. Sometimes I
found a mail with huge attachment of 10+MB and I need to wait it to land in
my INBOX before some very important mail I need to check and reply. If
Outlook can give me choice (when I am roaming) displaying a list of new mails
available with check boxes, and I will just check those boxes which I feel
important. Those mails only be downloaded first and rest will still lie in my
web mail inbox.

Outlook does not know what messages you might want and which you don't want.

The thing for YOU to do is to create a mailbox that you tell your customers
and coworkers to use to send you work-related stuff and that you NEVER EVER
IN A MILLION YEARS give to anybody that's inclined to send you messages that
are so large as to bring the entire e-mail system to a grinding halt. Then,
tell Outlook about the account that has your busness traffic in it, but not
about the account that has the crap. If you tell Outlook about the account
with the crap, you will still have to wait for Outlook to finish getting it
before you can see the messages you are interested in, which defeats the
purpose of creating the Crap Account in the first place.

You have not discovered a new problem that MSoft, or anybody else for that
matter, is interested in solving for you. It's not possible for Outlook to
NOT download the message body and attachements of some messages but not
others, but it is possible that YOU tell it to only get the message headers,
but this eliminates the Preview Pane and says that a message that shows, "Hi
yournamehere, Here is the urgent file you requested, Love,
". You can't read the message, "Hi yournamehere,"
until the attachment has finished loading, so unless the Subject Line tells
you everything you need to know, you still have to look at the message body
to discover there is a 10M+ file attached of street girls in action.
