Default What file contains the Rules in Outlook.

I've got an old rule that is running despite my deleting it from the Rules
interface in Outlook 2003. If I add the same rule, I get duplicates.

Depends on whether you're using a PST or an Exchange server. The rules will
be in whatever messages store you use. If you can't clean out all the
rules, try starting Outlook once with the /cleanrules command line switch.

Exchange and I'll try the /cleanrules switch and start over.

Is the RWZ file stored locally only when using a PST file?

Outlook 2003 does not store its rules in the RWZ file. That's the
repository for exported rules and is not an active file.

Outlook 2003 does not store its rules in the RWZ file. That's the
repository for exported rules and is not an active file.

If you use an Exchange server, they're in the mailbox. If you use a PST,
they're in that.
