how do i restore wab dll file missing from outlook 2000?

Sorry about this ... I guess I have complicated problems...I really appreciate your help. I went to the Install/uninstall tab found two Microsoft Internet Explorerhe with different numbers. The only option I got after clicking add/remove was "This program uninstals and restores to your nprevious configuration." (no "repair" option) I selected OK and got an "error tring to uninstall this patch" PS. I also found two outlook express in here and I got the same error when I clicked the add/remove.
