I have two web-based email accounts. My Outlook is actually configured as a
mailbox with the first email account. The second email account, which
reflects the domain name I own simply forwards mail to the Outlook mailbox.
I write to inquire if I can send from my existing mailbox with the domain
email address I own? What are my options? Much thanks for your attention as
I await your reply.

Depends what exactly you purchased when you registered the domain and
hosting, if eg it included pop mail then they would have supplied the
settings required to configure your mail application (Outlook or whatever)

You can set up an account with the second address as the From address.
