Default Outlook 2003, Exch 2003, Access 2K - Outlook Security Feature

I'm at my wits end.

I've followed the directions, step by step in the readme of the Office
Resource Kit Outlook Admin Pack. Double checked them with the directions
outlined in http://www.slipstick.com/outlook/esecup/admin.htm. Enabled
access to ALL the files blocked by Level 1 as described in
http://support.microsoft.com/default.aspx/kb/829982. Read & tried just about
every solution provided in MS articles, user forums & postings even remotely
related to this. I've deleted everything & started from scratch 3x.

Yet no matter what I do I'm STILL getting, "A program is trying to
automatically send e-mail on your behalf. Do you want to allow this? If this
is unexpected, it may be a virus and you should choose 'No'" when trying to
send an email from our billing db (Access 2000).

We were running Outlook 2000 (delivering to a pst) up until a few weeks ago
when we upgraded (finally) to Outlook 2003 (delivering to the mailbox - no
more psts).

(Sidenote: LanWench - if you happen to see this I'd love to hear from you.
Not only do you have ALL the answers (no pressure...) but you always manage
to crack me up in the process. I could use a little humor on this one b/c
I'm about to put my foot thru the server.)

Are you trying to access blocked files? That alert message has nothing to do
with blocked file types. It means something is trying to use the outlook
object model to send a message but all you are doing is making blocked files
available - and this does nothing to affect the object model security.

I went to the link you suggested,

the problem. I clicked on the link in the sentence "The only way to turn it
off is via the administrative options." which brings me right back to the
page I referenced (and followed the steps to!) in my original posting,
