Default "The Delegates page is not available." for everyone?

We have both Outlook 2002 and 2003 computers giving the following error
message when attempting to open the Delegates tab in Tools - Options. All
computers are online at the time and receiving both incoming and outgoing
email as well.

"The Delegates page is not available. Unable to access Outlook folder."
"Network problems are preventing connection to the Microsoft Exchange Server
computer. Contact your system administrator if this condition persists."
"You can choose File - Work Offline to work locally until the server
becomes available."

The server is however available and functions fine for everything else.

You are not alone - we are having the same problem. We are only running
2003, except for one machine that has the Office 2007 Beta running.
