Default Windows XP Pro and GPO computer deployment of Office 2000 SBE OEM

After deploying Microsoft Office SBE 2000 OEM via GPO to
computers, the installation is listed as sucessful in the
event log, however when a user logs in windows protection
errors begin to pop up one after another. The exact error
reads:

Files that are required for Windows to run properly must
be copied to the DLL Cache.
Insert your Windows XP Professional Service Pack 1 CD now.

The only button that clears the message is hitting
cancel. Then the message pops up again. In the event
viewer however you can see that the warnings are being
caused by different errors. Here is an example:

The system file c:\program files\common files\microsoft
shared\web server extensions\40
\_vti_bin\_vti_adm\admin.exe could not be copied into the
DLL cache. The specific error code is 0x000004c7 [The
operation was canceled by the user.
]. This file is necessary to maintain system stability.

The path and specific file are different for each
instance, however when you restart the computer the
errors come in the same order again.

The computers are running XP Pro SP1 with the latest
windows updates, and are members of SBS 2003 Domains and
some are on SBS 2000 Domains. This does not occur if
deploying with Office 2000 Pro instead of SBE.
