Default Upgrade Office 2000 to 2003 missing dll HELP

I have just upgraded my office version from 2000 professional to 2003
professional and my operating system is Windows 2000 Professional. Every
time I open an office program I get this error message
TF_GetGlobalCompartment cant read msctf.dll HELP oh and I have already
tried downloading the dll file but i cant overwrite the existing,
