Check out Jason's thread, "Toolbars float with each document" on the
visio.general newsgroup. Arun Kumar proposes a solution which I have
found works on my home machine, but apparently does not on my machine at
work. Could be a version difference which I'll have to check when I get
back home. At work I'm running Visio Professional 2002 SR-1 (10.0.2514).

Hi Leandra,

The basic issue is related to add-on loaded by Adoble Acrobat. If Visio is loading the Adobe component, then it will
cause the specified issue. If you need to create pdf files using visio drawings, copy visio drawings into MS Word and use
pdfmaker to create the pdf files; get into CONTROL PANEL - ADD/REMOVE PROGRAMS - ADOBE ACROBAT-CHANGE
and remove the pdfmaker part of Adobe for Visio which may resolve the issue most of the times.
