Default XP Home SP2, Install Office 2000 Premium install fails

"MS Office 2000 SR-1 Premium - Error 1911. could not register type library
for file C:\program files\Microsoft office\office\XL5EN32.OLB", No Office
App will run, just repeats same errors.
http://support.microsoft.com/?kbid=299608 Does not work, Options specified
in Instructions to alter CD speed do not exist on my XP. And Same CD drive
that was originally used.
This was working on this pc. I lost hard drive and reinstalled XP, not can't
install Office 2000.
..Net Framework 1.1 and 2.0 installed.
Thank you

Can you try to copy the CD to your hard drive and install from there? Did
you try the steps for Cause 1, just in case? Are you logged in as the
machine administrator?

The settings don't exist per that article because it refers to a different
operating system.
