The only one you can buy is 2007, so the question may be moot.

If you somehow have access to either one and need to choose, then give
us more to work with.

What Office apps do you use?

Are there others in your organization who also use those apps? Do you
need to stay compatible with them? What version do they use?

Are you currently using an older version?

Default Office 2003 or 2007

If you are currently not familiar with either version, it would make more
sense to learn 2007. I use both versions on a regular basis, and while the
screens and layout are different in each version. 2007 has some improved
fuctionality. Once I got used to it, Overall I liked it better than 2003.
