Default error message in outlook send

I have been getting this message for awhile and it makes my outlook useless
becuase it won't send so I have to got to hotmail to send what happened?
An unknown error has occurred. Account: 'Hotmail', Server:
'http://services.msn.com/svcs/hotmail/httpmail.asp', Protocol: HTTPMail,
Port: 0, Secure(SSL): No, Socket Error: 12019, Error Number: 0x80004005

Outlook or Outlook Express? (They are NOT the same program.)

Have you ever been able to send from this Hotmail account in Outlook or
Outlook Express?

Outlook express
And yes I use to be able to send with it I can still recive mail though and
it is or was the defualt email till this happened,Now set to hotmail.

Default error message in outlook send

Most of the time, the error indicates temporary problems on MSN/Hotmail's
end (despite what they may say).

Here are some things you can check in the meantime:

Make certain your time, date, and /time zone/ settings are correct.

IE Tools | Internet Options | Privacy | Sites: type in

hotmail.com
live.com

and Allow cookies for each domain, in turn.

Temporarily disable your third-party firewall [BE CAREFUL! Enable the
Windows Firewall immediately after doing so!], any "system protections"
(e.g., anti-virus application/security suite; many anti-spyware applications
other than Defender), and any third-party pop-up/ad blockers to see if
they're interfering.

If you use a router, you may need to adjust MTU values:

IE Tools | Internet Options | Advanced | HTTP 1.1 | toggle on/off; "Use HTTP
1.1 through proxy connections" must *not* be checked.

IE Tools | Internet Options | Security | [zone in which OE runs; should be
Restricted Sites] | Custom Level | User Authentication | Logon | toggle
between the setting choices here [All options EXCEPT 'Automatic logon only
in Intranet zone' work for me; currently 'Anonymous logon' is checked]

Resetting either or both of the 2 IE Tabs above to the defaults might help,
too.

Otherwise, access the account via the webpage until the problem
automagically clears up on its own.
