When you set up a Theme in Office Outlook and you are using word as
your email client it automatically formats new emails with the theme.
Can it also do the same for replies and a email message you want to
forward? This does not seem to happen and I cant seem to find anyway
to make it do so.

No. You would need to apply the theme to the message - this is easy for
theme colors, but not for stationery.

Outlook 2007's themes do more than font colors - font family, hyperlink
colors, backgrounds etc.
