Default Templates are troubling

How do you create a template that any user on your
intranet can use?

I've tried saving these things to multiple locations, but
it only shows up in the General Template dialogue box
under my login.

Thanks for any suggestions.

Can only answer from my experience in doing this (using wd97 on nt4).
"Tools-Options-File Locations" and set the "WorkGroup Templates" to
point at the network directory where you will store your templates.
Incidentally, you can place XL templates in this same directory to be
accessed by any xl users.

Default Templates are troubling

Set up a workgroup templates folder on your network (not intranet). If you
can't do that, set up individual local workgroup templates folders and have
the user's network login automatically update templates from a central
source to the local folders.
