Default reports with graphs

I have designed many reports that use a graph embedded in the report. Several
of these graphs have a parameter that is different for each page of the
report...e.g. dollars spent over time for a series of departments; each
department being a different page of the report. The problem is that upon
first displaying the report, it appears as if all data (for all departments)
is being displayed on the first page. By opening the report in design view,
dragging the report object in any direction, and opening it back up in normal
view, the problem corrects itself. Saving the report does not correct the
problem.
