Default Programatically create Office Tool Bar on Task Bar after install

We are installing Office 2007 over Office 2007, and, the install deletes all
existing shortcuts, quickstart, and other icons.

We want to create a "Microsoft Office" tool bar on the Task Bar, after the
install, so that the users have quick availability to their icons.

Is there a way to do this programatically or with a batch or commandline, so
that we can do the install, then, create this toolbar? It would need to be
available for all users, current and future.
