Outlook 2007 Standard Menu Repeating after every click

Default Outlook 2007 Standard Menu Repeating after every click

I know this was a bug in Office 2002 which I hope it was not repeated.
Starting yesturday, evertime I open an email message, click on Calendar,
Contacts, another mail account folder I get a new Standard Menu Tool Bar.
The kicker is the File, Edit, Tools.... menu is gone as well and I cannot get
it back.. I am a principle software engineer for a Fortune 100 company, yes
I did the standard, patch, repiar, uninstall, reinstall, reboot 100 times.
So need a soultion beyond the obvious.

Did you try deleting the outcmd.dat file in the (usually hidden) folder
%AppData%\Microsoft\Outlook? Repairing or uninstalling and reinstalling won't
take care of that.

Thank you that worked what corrupts that file? Also I see and now remember
that was the soultion back in 2002 why after 7 years does it still happen?

I'm not familiar with the reasons that file can become damaged.
