Default Publisher cuts off right side

I am creating a publication in publisher, 4 per page, 8.5x11 sheet of paper.
When I print it cuts off the right side. I have changed the margins in
layout guides to the minimum of my printer margins and it is still cutting
off. I am using publisher 2003.

Are you setting up the page manually? Is every card the same?
