Can PPT XP animations be played over the Web? And if so,
what is the procedure in doing this?

Yes. Just save your file as a web page, and when you get to the Save As
Webpage dialog, hit the Publish options and then the Web Options and make
sure you've set the options to show animation.

Then also offer a link on your site so that viewers can install the
animation run-time if they don't have PPT 2002 (aka PPT XP) or 2003
installed on their systems (but are using IE 5.0 or above as their browser).
This run-time ensures that they can see the animations on the web as they
are intended to look.
