Default Callout mechanical drawing detail?

When drawing on paper the old-fashioned way, if you had a large object with a
small section of the drawing that had intricate detail, you would draw a
small circle on the full scale drawing - link it to a larger circle off to
one side and increase the scale of the small area you were showing the detail
of - this way you can add dimensions to the detail without having to blow up
the wcale of the entire drawing.

Is there a function/command to do this in Visio?

Visio does not support this explicitly. You can add a new page to your
document and set the scale independently of the first page. You can then
copy your object onto this page and add dimensions to it.

Visio also has the concept of background pages that can be layered together
with foreground pages. This would let you do something like show the blown
up detail from the second page in the regular drawing on the first page. Go
to File Page Setup Page Properties to set up background pages and assign
them to foregrounds.
