Default Microsoft Exchange Address Book

When migrating a user to exchange 2003, I am prompted the following message.

"The Microsoft Exchange Address Book was unable to log on to the Microsoft
Exchange Server computer. Contact your system administrator if the problem
persists"

This computer is on our domain and is able to see the exchange server. The
users account is active as it is able to open the account under another users
profile on a different computer. Suggestions on what might cause this error?

You cannot log on to an Exchange Server computer when you are running
Outlook
