Default Scheduling Resources

I have a client who wants to know the best way to handle scheduling multiple
conference rooms in multiple locations which should be controlled by one or
two people. We would like the public to be able to see the resource's
availability but not schedule it without the approval of this "resource
manager".

Is it best to set the conference rooms up as resources with it's own mailbox
and have the users send meeting requests to the "resources manager" using the
PLAN A MEETING FEATURE, or should it be set up as a Public Folder that most
users can view but not edit?

Any idea?

The simplest option I can think of would be to create a username w/ the
resources 'name' and give the password to the 1-2 resource mgr's. This way
everyone could see the resource "DT_5th_flr_confrm2" when scheduling
appointments but final approval would be with the mgr's, and the mgr's could
suggest an alt mtg time or room if needed. However I'm no expert and this is
just a guess.
