Default Pivot table - formatting

That option was ticked. Despite that, the formatting
changes.

On the Pivot Table toolbar click the Pivot Table button

and select
Options...
There you will find an option Preserve Formatting.
Check this, and when you then apply your percentage

formatting it will stick
as you alter the 'view by'.
