Outlook Express 6 is part of IE6 and your operating system. How did it get
involved with Windows Server 2000 SP4?

You can remove access to OE in Win2K SP4...

Windows Server 2000 came with IE5 and OE5. When you installed SP2 or SP3 (do not
remember exactly) it Upgraded IE to version 6 which in turn changed OE5 to OE6 at
that time.
You are not able to uninstall OE since it is an integral part of your W2K and IE and
therefore you can only remove access to it by removing the Desktop icon for OE

If you don't want users to use OE, then you can make the inbox readonly and OE then won't start.
