odd page section breaks

I've got a problem trying to get my odd page section breaks to fall into
line.
When I insert the break after the last line of a section Word shows the
first line of the next section as being on an odd page, but when I print a
section I get a blank unnumbered page as page 1 and the text with an odd
page number starts on the second page.
i.e. Sec 28 with odd page section ends on page 237 Sec 29 starts on page
239, when I print Sec 29 the first page out is blank & the second is page
239.

The problem doesn't seem to occur in the areas where the odd page section
break has been inserted into an even numbered page.
