Outlook 2007 reverses Last Name, First Name

Default Outlook 2007 reverses Last Name, First Name

I have Office 2007 Pro SP1. I have my contacts set to be last name, first
name. When I create a new contact with first name last name, the display
name is First name, last name.
In other words, if I type Oprah Winfrey as the name, the file as will
display Oprah, Winfrey instead of Winfrey, Oprah.
The settings for first name last name are correct, and with the file as
coming up the way it does, I imagine it is trying to file it correctly, but
it reverses the names.
I was able to recreate this problem on another machine, so I am pretty sure
this is not a fluke.
I ran Outlook /cleanprofile. This did not work. I deleted the profile and
recreated it, and it did not work.
Any suggestion would be appreciated.

What do you have set in ToolsOptionsContact Options?

You've forgotten to mention, that Outlook must be restarted afterwards, to take effect.
