"Shift" + "apostrophe" not working right

Default "Shift" + "apostrophe" not working right

When I try to create inverted commas I have to hit "shift" "apostrophe" "apostrophe" and then I get two inverted commas: "". If I type "shift" "apostrophe" a or i, I get ä or ï. Everything is set to English as far as I can tell and autocorrect is off. How do I fix this please as it is very inconvenient.

Something on your computer is definitely not set to English, probably the
Keyboard Layout somewhere in the Windows OS. I don't know where to find
those settings on your computer, but look in Windows Help.

In the article on language formatting in the Tips seciton of my website you'll find
out where the keyboard language and layout can be selected. Note that, even if you
want to use multiple languages, you can use the same keyboard layout for each
langauge.

Also keep in mind that, by default in most recent versions of Windows, pressing
Shift+Alt will change the keyboard langauge, and possibly layout.
