Default 0x8007006e whats this error message mean?

I am having serious issues. I have an up graded verison Microsoft Office
2003, I can't install the thing. I have been getting all sorts of error
messages.
File : E3561405.CAB Waiting for cabinets to be cached to local installation
soure
never does.
the feature you are trying to use is on a network resource that is
unavailable.click OK to try again, or enter an alternate path to a folder
containing the installation package '{0DC0F122-1B1C-11D4-AED6-00C04F022C53}'
in the box below.
C:\DOCUME~1\Owner\LOCALS~1\Temp\sr1patch\. That I don't have access to it or
that it is missing
Somebody please help me I think all this is making me crazy. I've been
working on this thing for like as month now!!!!!!!!!

What are you upgrading from? Was your original software pre-installed? Do
you have sufficient hard drive space to install Office?

I had a trial version of the Microsoft Office 2003 already installed on my
computer when I bought it. It expired and my boyfriend went out and bought
the Microsoft Office 2000 because it was cheaper and at the time I needed it
for school. When we got the money we went and bought the 2003 version. Can't
install it. Something has been erased. The E cab? And now I can't reinstall
the Microsoft Office 2000 and the upgrade doesn't work. All kinds of
different error messages pop up. I have plenty of room on the hard drive. I
don't know.

I figured out that what was erased was C:\Program
Files\OfficeUpdate11\Cabs\511735\. Is there anyway to redownload? Because I
tried downloading Microsoft 2000 again it this is the cab it said it couldn't
find.

When I put in the disk, the music plays and then nothing. Nothing runs and
nothing happens. So I manually open it and try to install it that way and
error message comes up asking me to verify
C:\DOCUME~1\Owner\LOCALS~1\Temp\sr1patch\. Becasue its missing or I don't
have access to it.

Did you do a system restore on your computer, or run a third-party cleanup
utility?

Yes I did run system restore and it was probably ran about 3 times or so,
because of my boyfriend, my dad, and me.
