Default Cascading combo box

I have seen this in other programs so I know it's possible.
Is there a way to populate a combo box to look something like:

Utilities
Water
Gas
Electric
Household
Food
Clothing
etc......

It is easy to do it like this:

Utilities: Water
Utilities: Electric

etc.....

That doesn't look nearly as neat and clean.
