1608 error during installation

i have office BASIC and wanted to upgrade to office SBE
while doing this it gives me the 1608 error msg
i have followed the article Microsoft Knowledge Base
Article - 315995
while going thru this i have tried all these options at
step 5

1) used the c drive to show the path in which the program
was installed
2) used the office basic edition cd 1
3) used the office basic edition cd 2

all these options have given me the error
plz help
i have 2 cd's for office 2003 basic / 2 for the upgrade
(SBE)

You cannot use an upgrade version of Office for a lateral (samer version
number) upgrade. You either need an earlier version of Office to use the
upgrade version or buy the full version of the Office edition you want to
install.
