Default UNC vs Mapped Drive Links

Does anyone know what determines whether a file is opened
with a UNC path or a mapped drive path?

The problem we are having is related to a linked file. It
was created and saved with the links to a source file
using a mapped drive path. That is the the source file is
P:\finance\linked.xls. The cells that are linked, save
the link as P:\finance\2004\source.xls. However, when
some people in the department, open the source file, it
opens using the UNC path, \\Phfs1\public\finance\2004
\source.xls. If they add a new linked cell in linked.xls,
that cell saves the link using the UNC path. As a result,
the file ends up with links to linked.xls using both the
UNC path and the mapped drive path.

So I'm hoping to find a way to have everyone's machine
default to opening the files the same way, either UNC or
mapped drive.

Understandable.
I haven't met this myself.

Do the UNC people have P: correctly mapped with appropriate
permissions?

If a P: person opens it on a UNC person's computer do they get P:
behaviour or UNC behaviour (ie is it user-related or machine related)?

Thanks for your leading questions. As a result of trying
to determine the answers, we may have solved this
conundrum. It seems the UNC folks, were accessing the
file through a favorites shortcut that was using the UNC
path. The P: person (me actually) was simply opening
through the File/open menu route and following the mapped
drive path to get to the file. Hopefully, we can now
agree on one path to the same end.
