Default Automatically generated wrong state code by phone numbers

Outlook 2007
All my phone numbers of Italy are automatically attributed to State of
Vatican.
I select in the menu "Italy" then I save but when I open the record it shows
again State of Vatican!
The state code is the same (+39).

I openend start / control panel /phone and modem / where it looks to me to
be Ok (country Austria /area prefix 04255 / no rules or cards).
Did I look in the wrong place?

Ah. So are expecting Outlook to format numbers outside your own region.
You'll have to do that yourself. Outlook only adds the country code
correctly to your own local numbers.

Also, don't Italy and the Vatican City use the same country code? So why
would it matter?

I will not be boring but .... I am not expecting Outlook does. I do it by
myself but Outook modifies my choice!
So I choose Italy and outlook modify to .... Vatican State!
