Default Automate slide import from multiple presentations to a master presentation

I am in the military headquarters and have several units under us.
They all have their own slides that we have to manually import into a master.ppt whenever they update their slides and send us an e-mail.
This master file is available for viewing via our web page by clicking a hyperlink to "Command Brief" that is accessed 24/7 by all military units throughout the world.

Everything is on a web server and the directory structure looks as follows:

Folder - Command Brief
Master Brief.ppt
- G-1 Folder
G-1.ppt
- G-2 Folder
G-2.ppt
- G-3 Folder
G-3.ppt
and on for many more section folders & their briefs

Is there a way that this process can be automated so that when a user clicks the hyperlink on the web to open the master brief, the brief opens, and automatically "Pulls" or "displays the current slides from all sections - Without the use of hyperlinks built into the section slides directing them to the next section? So that "On mouse click" advances through the section slides in sequence seemlessly?

My unit is using Office 2000 and hopefully will upgrade to 2003 later this year (although I personally use 2003 and have not found a way either).

Many thanks in advance

It might be possible, but it would be rather inefficient, I'd think. That is, why have
each visitor to the site take the overhead hit of having to assemble the same
presentation when you could do it once at the server end? Maybe because I'm
misunderstanding the request? That's been known to happen! G

Is there any reason not to assemble the full presentation once at the server end? (This
could certainly be automated).
