Default Scheduling an appointment for someone else

Is it possible to create a meeting request for someone else without being an
attendee myself? My boss wants to be able to request that employees attend
meetings that he will not be present for. We could give him permission to
write to other people's calendars, but then it won't come through as a
request for the employee to process, so they could arrive at the day of the
meeting and wonder how the heck that appointment got there.
