No "Bullets and Numbering" on the Format menu

I am trying to create an outline numbered list. The first instruction is, on
the Format menu, click Bullets and Numbering. But I do not have such a choice
in that menu, nor do I see it in any other menu. Why is it missing, and how
do I find it?
