You could enter your value as text:

Pre-format the cell as Text (format|cells|number tab in xl2003 menus), then do
the data entry (including the leading 0's)

or start your entry with an apostrophe: '00001234

Or you could format the cell to show what you like:
Format|Cells|Number tab|Custom category
00000
(or as many 0's as you want to see)
