Default Paint bucket colors

I am not seeing anyplace where the fill/background color picker will allow
you to select custom colors with some sore of pallet
so I was just going to enter a number in the "back color" field of the
properties but I can not seen to determine the format of the colors
(RGB????)

Can anyone help here please?
