Default If statement to show rate or zero rate

I have a report called SWO R on this report I have a subreport called
BILLABLE LABOUR R. I would like to create an if statement that returns a zero
billable rate if the CUSTOMER field (on the SWO R report) shows either Name1
or Name2 and if the SERVICED BY field (on the BILLABLE LABOUR R report) shows
either Worker1 or Worker2. If both are negative then I want it to show the
billable rate I have stored in that field for that Worker1 name.

Hope this makes sense.
