Default Incorrect meeting times by one hour - Outlook 2002

Meetings sent from our organisation to external organisations have times that
are out by one hour.

* We are using Outlook 2002 as our standard operating environment (upgrading
is an option as we are licensed, but a great deal of work would obviously be
involved).
* Our business is in the GMT+10 time zone (Sydney)
* All workstations I have tried appear to be affected.
* The system was working without a hitch until daylight savings began.
* In Outlook the settings are to "Adjust for daylight savings time" (it's
daylight savings in this part of the world currently).
* Windows clock is set to adjust for daylight savings.
* All external businesses that I have tested appointments with have
experienced the same issue.

What else could I look for with regard to the meeting times? Is there any
additional data I can look for in the message to indicate what's happening?
Is there a fix for this behaviour?

I'm stumped. I noticed a similar posting last year (we had the same problem
during the last daylight savings period) from someone in Australia. Is this
perhaps a specificly Australian issue?

Any ideas greatly appreciated.
